Barbara Garrett, Deputy Director
Statewide Telecommunications Network Division
Barbara Garrett was appointed as the Deputy Director of the Statewide Telecommunications and Network Division (STND) for the Office of Technology Services (OTech), June 2014.
Prior to joining the Office of Technology Services (OTech) Barbara served for the past nine years as the Chief Information Officer (CIO) for the Department of Managed Health Care and Deputy Director for the Office of Technology and Innovation (OTI). As the Chief Information Officer, she provided leadership and vision in the delivery of information technology solutions to enable the Department's goals and objectives. As Deputy Director she managed a group of highly technical professionals responsible for Security, Application Development, Desktop Support, Help Desk, Email and Network services.
Barbara has over 30 years of public service with the State of California, focusing on various aspects of information technology. A majority of her years of service were with the Teale Data Center where she served as a Network Branch Manager managing the planning, provisioning, implementation, maintenance and 24x7 operations of the network and Teale Help Desk. She has also held positions in technology at the State Controller's Office and the Department of Motor Vehicles. She brings to the position a strong customer service focus and innate ability to lead and motivate people.
Barbara is a graduate of the IT Manager's Academy and is a recipient of the Sustained Superior Supervisor award. She served on the Board of Directors and as the Vice Chairman for the California Association of Information Technology Managers from 2003 -2005.
