Statewide Telecommunications and Network Division Services
The Office of Technology Services Statewide Telecommunications and Network Division (STND) manages two major contracts offering telecommunications and network services to California government entities. Click the links below to access information on each contract. These are:
CALNET 2 provides a comprehensive array of telecommunications and network services to public entities throughout the State.
- CALNET 2 Video Conferencing Services
This service allows face to face communication with people at different locations. Some of the benefits of Video and Netconferencing are:

The IWTS provides California Department of Corrections and Rehabilitation (CDCR) facilities with collect-only local, intraLATA, interLATA, interstate and international telecommunications services for inmates and wards. The MAS provides CDCR with blocking of all unauthorized cellular wireless communictaions within the defined scope of the facilities.
CGEN services provide the California State Government WAN connectivity through vendor owned and managed equipment. The vendor manages from the customer's LAN to the vendor's routers in the OTech iHubs. Customers can access the Internet, Office of Technolgy Services facilities, customer servers and applications hosted at Office of Technology Services and other State departments. Office of Technology Services is the owner of record and manages the provisioning of customer connectivity. Customers are still responsible for their own local area network (LAN).
California State Government Network (CSGNet) is a diverse statewide network architecture comprised of eleven (8) Point-of-Presence (POP) sites located in metropolitan areas throughout the state. Office of Technology Services is the owner of record for CSGNet routers and circuits, and is responsible for the management and operation of the statewide network. CSGNet is being replaced by the California Government Enterprise Network (CGEN).
Office of Technonogy Services Fiber Ring
The Office of Technology Services Fiber Ring (OFR) service is offered as a Secondary/Redundant connection. As a component of the California Government Enterprise Network (CGEN), the OFR is owned and managed by OTech. Because it is not a service on the CALNET 2 Contract, an exemption from CALNET 2 is required. Access to the OFR is provided with redundant distribution routers and access equipment located at a Customer's downtown facility.
Domain Name Service
Office of Technology Services is the primary authority for the ca.gov and state.ca.us domains administering and maintaining the DNS for state and local government entities (e.g., city, county, police or fire department, reclamation, water district, etc.) operating within the State of California. Office of Technology Services is also the primary authority for several IN-ADDR.ARPA domains, as delegated by the American Registry of Internet Numbers (ARIN).
